The article analyzes the topic of «hate speech», its legal, political, cultural aspects, as well as the world experience of its regulation. The article analyzes the growth of «hate speech» on social media and during the COVID-19 period. Considering the existing experience of «hate speech law», it is emphasized that paradoxes and contradictions between freedom of expression and restrictions on hate speech impede the achievement of positive results in this area. Legal norms are necessary to improve the general perception of the language of hatred, to improve the existing standards of combating the language of hatred, and to adopt measures against crimes committed on the basis of hatred.
