The article reveals the author's approach to solving the actual problem of developing military-professional competence of cadets of a higher military educational institution under martial law. The very concepts of competencies and competence, as well as the basic methodological and pedagogical principles of their formation, are clarified. Some innovations that the authors have successfully implementation into the educational process are presented.
