AUTONOMIZATION OF HIGHER EDUCATION INSTITUTIONS - A COMPONENT OF HIGHER EDUCATION REFORM

The article analyzes the need to reform the domestic system of higher education and the introduction of institutional autonomy in higher education institutions. The main approaches to the implementation of autonomy in higher education institutions are identified: independent approval of educational programs; formation of the content of education through standards of higher education on a competency basis; the right of students to freely choose at least 25% of the educational program; individual curricula of students; the possibility of crediting learning outcomes obtained in non-formal and informal education; independent recognition by educational institutions of learning outcomes in some cases; expanding opportunities for academic mobility of higher education seekers and teachers.
