In article on a practical basis process of creation of the World Customs Organization, history of its development, a divergence in main objectives and directions in the literature is widely investigated. It is noticed, that the World Customs Organization has turned to the basic staff of cooperation of the international organizations and the states in relation to activity in sphere of customs and in sphere of international contacts of the states. The world Customs Organization, defining the new concepts, new approaches and technologies, puts into practice the appointment in the environment of uncertain changes more effectively.References
