METHODOLOGY FOR CREATING THE CONCEPT OF COMPRESSION CODING OF TRANSFORMED VIDEO SEGMENTS

The emergence of an imbalance in the process of presenting video information services using telecommunication systems is thoroughly proved. It is argued that this imbalance induces: the destruction of segments of the infocommunication system, the destruction of electronic network equipment, damage to energy infrastructure facilities. Hence we have the following negative consequences: loss of properties of the information resource; creation of vulnerable factors regarding the loss of an adequate level of information security; the formation of destabilizing factors to increase the effectiveness of destructive information and cyber attacks by the enemy; loss of management quality in critical infrastructure systems. Therefore, it is important to eliminate or localize imbalances between the information load and the requirements of modern services on the one hand, and the limited characteristics of modern infocommunications regarding their performance. For this purpose, a complex of various information and technical concepts and means is created and used. Analysis of video information resources showed the presence for them of a significant number of different dependencies, including semantic, structural-statistical and psychovisual. This suggests the need for the development of video data coding technologies. On the one hand, these conceptual approaches allow us to build compression methods that create the potential to reduce the bit intensity of video data. However, on the other hand, such approaches have many disadvantages. Therefore, it is necessary to develop a technological concept for taking into account context-related dependencies in uneven structural components of video segments. To build compression coding technologies, it is necessary to develop a conceptual methodology. According to the results, the concept of block coding of uneven diagonal sequences in the two-dimensional spectral space of transformants based on the formation of the code value of truncated-positional numbers was created. This allows you to take into account the combinatorial configurations of the transformant according to an uneven diagonal texture and eliminate the number of appropriate redundancy types without losing the integrity of the video information.
