Abstract

In the context of reforming Ukrainian society, the problem of children's orphanhood is particularly relevant. In this regard, there is a reorientation of the modern education system to family forms of care. The purpose of the article is to carry out a historical and pedagogical analysis of the development of a system of public care for children and young people in the public school system in Bukovina, to determine the organizational and pedagogical foundations for the activities of the tutorial and educational institutions of Bukovina during the outlined period, to specify the tasks of modern educational institutions in Ukraine. Research methods - logical-historical; the study of pedagogical scientific, methodical literature, periodicals, legislation, archival sources; generalizations.

The author considers public guardianship as a special form of state care for persons who, due to their state of health or in crisis circumstances, cannot independently exercise their rights and fulfill duties that require outside help.

With regard to children, it provides for the provision of pedagogical conditions, the provision of opportunities to receive education, upbringing, and social support in tutoring or educational institutions or other guardianship environments through the prism of time. According to the author, the tutorial and educational institutions of Bukovina during the study period have accumulated valuable experience, testing and implementation of which will contribute to the reform of the modern sphere of public care. During the late XIX - early XX century, public guardianship in the public school system of Bukovina was carried out in conjunction with the society, covered all students, focused on creating appropriate conditions for learning, organizing educational and preventive work with students and their parents (guardians).
