Abstract

 The nature of modern social and economic development of individual countries and the whole of civilization, especially the international competition in markets for goods and services clearly indicate that a necessary component of sustainable development is now the growth of intellectual capacity and scientific and technological innovation. This growth is one of the main priorities of the state policy to stimulate entrepreneurial activity in key areas of technological production, partial redistribution of the national income of channeling funds to the development of science, the introduction of new technologies.
