The article is devoted to issues of the development of subjects and formation of levels of the world transport system. This aspect of the development of this form of international economic relations, such as international transport, becomes relevant. Subjects of the world transport system are developing at different levels - from the entire global system, through regional international education, national transport systems, sectoral formations to individual transport companies and their employees. Levels of the global transport system are formed by the activity of the individual and all its entities.
