The article devotes to the problem of formation English proficiency as concept of safety in respect to modern language proficiency requirements to pilots and air traffic controllers. The concept of safety has been defined as the result of management of some organizational processes with the aim of controlling risks, one of which we consider English language proficiency of pilots and air traffic controllers. The author gives the approaches to safety management and the statistics of air crashes in which insufficient English language proficiency played a role.
