Abstract

Socio-educational and educational, institutional, social, and public management system, organizations and educational institutions should create educational and professional educational environment to, implementing education and training, to mobilize creativity, rather than simply provide the imposition of administrative standards, social, educational and training standards, as provided old traditional pedagogical paradigm. Traditional paradigm – is to control, education and training, the new «integrative global paradigm of education, training and management», which is developing a social philosophy of education – to teach social responsibility and moral value of social work, self, develop and learn. Model of social care and education, embodied in the program of social development and learning, mostly meant to teach people how to lead an independent and original research themselves, society and knowledge systems. At the same time, these models and programs should not be separated either from individual-collective system of moral and social values, theoretical and applied training, nor from further use of the acquired values, norms and habits in daily life, science, or in the workplace, in all social institutions.
