Peer Review Process

The double blind peer review is implemented in the journal.

Peer review is a critical element of publication process and helps an author to improve the submitted work.

The Editorial Board of the journal ”Electronics and Control Systems” agrees that all scientists who wish to contribute in any publication should perform their duties  as a reviewer properly.

The articles in the journal ”Electronics and Control Systems” are reviewed by independent acknowledged experts in their fields.

Reviewers are unaware of the identity of the authors, and authors are also unaware of the identity of reviewers. There are at least three or more reviewers for the total number of articles in each issue.

The reviewers are appointed by the Editorial Board.

Peer review serves two key functions:

– determine the validity, significance and originality of an article;

– to improve the quality of research submitted for publication.

Reviews on submitted works must be objective.

Personal remarks of the author of a written scientific article are misplaced.

The reviewers are expected to express their clear and ground opinions.

The review process usually takes up to 3 months.

Publication Frequency

The Journal provides 4 periodical issues annually in accordance with the publishing schedule as follows.

The first issue of the year is published in April of the current year.

The second issue of the year is published in July of the current year.

The third issue of the year is published in October of the current year.

The fourth issue of the year is published in January of the next year.

Publication Ethics and Malpractice Statement

  1. The Author(s) assign(s) to the National Aviation University (Kyiv, Ukraine) the publication right for publishing a submitted article (hereinafter referred to as the Article) in the International scientific journal “Electronics and Control Systems” (ISSN: 1990-5548). The Author(s) confirm(s) that it does not infringe on the conditions of other copyright or license agreements, and also the rights and interests of other publishers.
  2. The Article is an original work and does not contain any type of plagiarism. Originality of text of the Article must also be more than 70 % in comparison with other publications in order to avoid a plagiarism and a self-plagiarism. The Editorial Board of the journal checks all submitted manuscripts on plagiarism and originality using special programs.
  3. The Author(s) of the Article are responsible for accuracy of the facts, names, photos, and other content of the Article not to violate the national and international legislation.
  4. Before publishing the Article, the Author(s) must eliminate drawbacks in a manuscript of the Article for no more than 6 months if it is recognized as a necessity by the Editorial board, reviewers and the Author(s).
  5. The Author(s) must not grant the right to locate the Article by other people, if not agreed by the Editorial Board.
  6. The Article must be clearly stated and contain sufficient information and references to primary sources that allow others to use, compare and understand research data set out in the Article.
  7. Fraudulent or inaccurate statements are equivalent to unethical behavior and are unacceptable in the Article.
  8. It is required to use quotations in the Article in a proper way. The Author(s) of the Article must make references to the publications that made a fundamental impact on the character of the Article and obtained research results. Information obtained privately through private conversations, correspondence or discussion with third parties should not be used without written permission.
  9. Information obtained within providing or receiving confidential services must not be used in the Article without written permission from the recipient or provider of such services in accordance with the Law of Ukraine “On Protection of Personal Data.”
  10. Authorship of the Article should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. All co-authors must be listed into the list of authors, and no person, which is not a co-author, must not be included into the list of authors.
  11. Information on financial support should be provided by authors in the Acknowledgements section of the Article, if research results were obtained under grants, funding etc.
  12. The articles are published in the journal on a grant basis. Royalty is not paid.
  13. The relations of the Editorial Board with the publisher in each case are based firmly on the principle of Editorial independence.
  14. Due to research character of the journal ”Electronics and Control Systems” any kind of advertisments is not published.
  15. If it is discovered that Publication Ethics or Copyright Conditions is violated, the International scientific journal “Electronics and Control Systems” reserves the right to publish corrections, clarifications, retractions and apologies concerning the Article, including on behalf of the Author(s) and with their participation as a party to the proceedings, when needed.

COMPETING INTERESTS

The Editorial Board of the Journal ”Electronics and Control Systems” has the systems for managing its own conflicts of interest by its staff, authors, reviewers and Editorial Board members.

All authors of the a written scientific work (article) must disclose any financial or other conflicts of interest which may affect the research results or their interpretation.
All sources of financial support for the project should be disclosed.

Examples of potential conflicts of interest:

– Information about the employer;
– Information consultations;
– Fees;
– Stipendiary expert testimonies;
– Patent applications / registrations;
– Grants;
– Other types of financing.

All potential conflicts of interest must be disclosed at the earliest stage.

Unpublished materials used in the article should not be used without the written permission of the author.

Non-public information or ideas obtained during the review must be kept confidential and not used for personal purposes.

The Reviewers should not participate in the review and evaluation of the articles which they are personally interested in.

The Editorial Board should require from all participants the disclosure of relevant competing interests and the publication corrections if the conflict of interest was detected after the publication.

If need the other appropriate actions should be undertaken (e.g., cancellation of the publication or apology).

PROCESS FOR DEALING WITH COMPLAINTS

A complaint is submitted by an author of a written scientific work (article), reader, reviewer in writing to the Editorial Board.

If required the complaint is transferred for consideration by the Chief editor of the Journal ”Electronics and Control Systems”.

When submitting of an ethics complaint about the given or published article, the Chief editor shall:

– directly contact with the author of a written scientific work (article);
– provide an appropriate consideration of the relevant complaints or claims;
– send appeal to the relevant research institutions.

The publication of an article in a peer-reviewed journal is an essential building block in the development of the science of Ukraine. It is a direct reflection of the quality of the work of the authors and the institutions that support them. It is therefore important to agree upon standards of expected ethical behavior for all parties involved in the act of publishing: the author of a written scientific work (article), the reviewer, the Editorial Board. The Editorial Board of the Journal ”Electronics and Control Systems” pays a great attention to the scientific materials and is responsible for them according to the principles and ethics standards. The Editorial Board of the journal ”Electronics and Control Systems” plays a leading role in establishing the publishing standards and policies that contribute into effective sharing of research results, promotion of business ethics and the growth of scholarly publications.

Electronic Backup and Preservation of Access

Full-text published journal articles, beginning with the Vol. 4, No. 34 (2012), are freely (Open Access) and independently available on the website of the Vernadsky National Library of Ukraine, which is the main state academic library and scientific information center in Ukraine (link).

Publication Fee

Article Processing Charge (APC). When an article is accepted for publication, authors are required to pay the APC, which is 20 USD per article. The APC covers the cost of hard copies of a journal issue, which will be sent to authors, who publish an article in this issue.

Open Access. There is no the pay-per-view fee.
